- The new forest reserve will need to provide for the lungs and water for Melbourne, however also the recreational playground only a short distance from the city
- It is imperative that this recreational reserve meet the needs and preferences of everybody. Rather than exclude, it should be totally inclusive of all preferred activity.
- The vision is for it to become a recreational ‘commons’ for all the citizens of Melbourne and regional Victoria.
- The Reserve should include family camping (including the family dog!); four-wheel driving enthusiasts that will use designated tracks; Deer shooters regulated by current hunting and firearms laws; Bush walkers; Historical and cultural areas; Mountain bike riders; Aboriginal sites and landscapes; Geology entomology and ecology; Flora and Fauna.
- The list is endless unlike the restrictions placed on both National and State Parks which adjoins its boundaries. The only constraint to the activity performed within it will be common sense regulation.
- On its boundaries lie the long-standing facilities of Camp Jungai Education Centre on its western border; Snobs Creek Fish Hatchery and Goulburn River on its Northern border and lake Eildon and The Outdoor Education Group facility on its Eastern border.
